Ceredigion Childcare Unit Privacy Notice Training
The Childcare Unit arrange mandatory and Continuous Professional Development (CPD) training courses required by the Care Inspectorate Wales (CIW) which are open to all registered childcare and play settings (or those planning to register), which include childminders, day nurseries, Cylchoedd Meithrin/playgroups (sessional childcare), and out-of-school and holiday clubs.
Training delivery and / or Services are commissioned both internally and externally and in order to provide these services, the Unit will process personal data in the manner set out in this notice.
Further information and details regarding various training courses (Mandatory and non-mandatory) for the Childcare workforce are available on DEWIS Cymru to all registered settings. To access this training all childcare professionals will need to create a learning account on DEWIS Cymru.
The purposes for which we use your personal data
Ceredigion County Council Childcare Unit administer a subsidised Training programme allowing Childcare Practitioners to attend to ensure they comply with Care Inspectorate Wales requirements.
Your information will be used to:
- Provide access to training opportunities to you and / or your staff (Childcare practitioners) to help you gain the necessary skills and knowledge in order to carry out duties associated with ensuring delivery of high-quality childcare across the county
The lawful basis for the processing of your information is:
UKGDPR Article 6 e) processing is necessary to carry out a task in the public interest or official authority as set out in law (legislation as below).
Where special category data is processed the lawful basis shall be UKGDPR Article 9 (2) 9) Processing is necessary for reasons of substantial public interest with a basis in law (legislation as below).
The Public interest processing condition shall be: 6. Statutory and government purposes:
- The Childcare Act 2006 places a duty on local authorities to secure, as far as is reasonably practicable, provision of childcare that is sufficient to meet the requirements of parents in their area to enable them to take up, or remain, in work; or to undertake education or training which could reasonably be expected to assist them to obtain work. This may include providing training and business support to childcare providers, to help providers run efficiently. In order to deliver these statutory duties, collection of personal data is necessary.
Within Ceredigion County Council, this duty is undertaken by the Childcare Unit

What if you do not provide personal data?
If you do not give us the information we need when we ask for it, you will not be able to access training which may be essential to your ability to carry out your employment, or which is desirable for continuous professional development. We might also be unable to obtain the funding we need from the Welsh Government to subsidise the training you require for your employment.
What type of information do we use?
We may collect the following types of personal data about you to deliver this service, depending on the purposes for which they are obtained:
- Contact details of both childcare settings/employers and individuals, including name, address, telephone numbers and email address (work related and/or personal)
- Employment details including place of work and position held
- Professional development details including qualifications held or being worked towards, training previously attended or booked
- Personal details such as language skills and preference
- Date of attendance to confirm certification
Learner detail may also be added to the Dewis Cymru Training module. Access to the information will be restricted to those working on the project and those developing the system technically.
- Data Cymru will act as Data Processor in relation to the Personal Data held within the system
- Data Cymru are responsible for security and maintenance of the Dewis Cymru website that hosts Family Information Service Wales
- Data Cymru are Cyber Essentials certified and Dewis Cymru is entirely SSL encrypted end to end

Do we use information received from other sources?
To provide this service, we collect information directly from you (the data subject) but also receive information from the following sources:
- Your manager/ employer e.g. when booking a course, completing staff training audits or communicating changes in staff
- Information requested by us for the purpose of training audit, planning training programme etc.
- Information generated by the service as a whole
- Information provided by other service areas e.g. Contact service Clic, Flying Start, Dysgu Bro etc.
- Training audits
- Services commissioned by the Local Authority e.g. Development workers funded by Service Level Agreements
- Family Information Service
The following types of personal data may be obtained, depending on the purposes for which they are obtained:
- Name
- Address
- Date of birth
- Gender
- Unique reference number
- Telephone number
- Email address
- Bank/payment details
- Employment and education details
- Images/photographs
If you wish to request to have your personal information removed from the system, we can request for Data Cymru to remove the information.
Transferring your information abroad
Your information will not be transferred outside the United Kingdom.
Who your information may be shared with (internally and externally)?
We may share your information with the following recipients depending on the purposes for which they are obtained:
Internally
- Finance Department - Debtors/Creditors: To issue invoices or to make payments
- Dysgu Bro – To deliver training to practitioners on behalf of the Childcare Unit. See Dysgu Bro Privacy Notice
- Learning and Development service – for the purpose of providing access to training, eLearning provision and maintaining training records
- Flying Start service
- Schools services (e.g. ALN training delivery or Early Years Education Team)
Externally
- Dewis Cymru – As part of the training module booking system
- Training Providers commissioned by the Childcare Unit to deliver courses
- Third party suppliers and organisations who provide services on our behalf
- Your manager / employer
- Qualification / Awarding bodies
- Care Inspectorate Wales (CIW)

There are also other specific situations where we may be required to disclose information about you, such as:
- Where the Council is required to provide the information by law:
- Where disclosing the information is required to prevent or detect a crime
