Proposed and recently introduced Off Street Parking Places Traffic Regulation Orders

Ceredigion County Council (Off-Street Parking Places) Order 2025

Notice is hereby given that on 09/04/2025 Ceredigion County Council made the Ceredigion County Council (Off-Street Parking Places) Order 2025.

The effect of this Order will be to:

a. Revoke the Ceredigion County Council (Off-Street Parking Places) (Consolidation) Order 2012; Ceredigion County Council Ceredigion (Off-Street Parking Places) (Consolidation) Order 2012 (Amendment Order 1) 2014; and Ceredigion County Council Ceredigion (Off-Street Parking Places) (Consolidation) Order 2012 (Amendment Order 2) 2017.

b. Reintroduce the provisions of the aforementioned Orders except as follows:

  1. Change the charging days and hours of the following car parks - Church Road and Rock Street, New Quay; South Beach, Aberaeron and New Promenade, Aberystwyth - from 1 March - 31 October, 8am - 10pm to All Days, 8am - 6pm.
  2. Change the designation of Pendre Car Park, Cardigan from a Permit Holder Only Car Park to a Short Stay Car Park, All Days, 8am - 6pm, max stay 2 hours.
  3. Exempt from the payment of charges in Long Stay and Short Stay Car Parks a Vehicle displaying a valid Disabled Person’s Badge subject to, that Vehicle at the time of parking, being either driven or occupied as a passenger by the holder of the Disabled Person’s Badge.
  4. Introduce provisions related to the use of Electric Vehicle Charging Bays and associated Electric Vehicle Charging Points.
  5. Change the extent of Maesyrafon Car Park, Aberystwyth to include the proposed new extension to this car park.
  6. Introduce revised Schedules of Charges in accordance with Schedule 2 and 3 to this Notice.
  7. Update provisions related to the methods of payment of the charges for the use of Long and Short Stay Parking Places.
  8. Update and insert definitions under Part 2 - Interpretation.
  9. Update the Schedule of maps denoting the extents of Parking Places to
    1. reflect updated topographical data,
    2. remove areas of land sold by the Council,
    3. remove areas of land no longer leased by the Council, and
    4. to correct omissions/errors in extents of existing Parking Places.
  10. Remove provisions which are no longer relevant.
  11. Update provisions where necessary to align with changes in legislation.

The proposal to change the designation of Gloster Row / Red Lion Car Park, Cardigan from a Pay and Display Car Park to a Permit Holder Only Car Park, that was part of the original proposed Order, has been abandoned. Therefore, there will be no change to the existing status of Gloster Row / Red Lion Car Park and it will remain a Pay and Display Car Park.

The Order will come into operation on the 07/05/2025, and a copy of the Order may be inspected below and at the offices of Ceredigion County Council at Penmorfa, Aberaeron; Canolfan Alun R Edwards, Queen's Square, Aberystwyth; Council Offices, Morgan Street, Cardigan; and Council Offices, Market Street, Lampeter, during normal office hours.

Any person who desires to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Act or on the grounds that any requirement of the Act or of any instrument made under it has not been complied with in relation to the Order, may, within six weeks of the date on which the Order was made, apply to the High Court for this purpose.
