Off Street Parking Places Traffic Regulation Order(s)

Traffic Regulation Orders (TROs) are legal documents made which provide the legal basis for the enforcement of prohibitions and restrictions in Off Street Parking Places (Car Parks).

These documents can cover, but may not be limited to:

  • Setting fees and charges for using parking places
  • Exemptions from payment of fees and charges
  • Placing restrictions on:
    • the types of vehicles that can use a parking place
    • the hours of operation of the parking place
    • the maximum time a vehicle can be parked at a parking place
  • Hours of operation of a parking place

The legal process that the Authority must follow to introduce a TRO is in accordance with enabling legal powers included in the Road Traffic Regulation Act 1984 (as amended) is set out in the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 (amended).
